HARRISBURG – Sen. Camera Bartolotta (R-46) today announced the approval of more than $3.6 million of funding for major water and wastewater improvement projects, as well as arts and culture projects, in the 46th District.
“This funding will enhance our communities in so many ways, by investing in critical infrastructure and places that expand our horizons and teach us about our history,” Bartolotta said. “It’s truly a gift that will benefit so many people.”
Water Grants
Greene County
- Franklin Township Sewer Authority received $400,000 for a wastewater treatment plant upgrades project.
Washington County
- Mid Mon Valley Water Pollution Control Authority received $400,000 for a sewage pump replacement at Pump Station No. 4 in Stockdale Borough.
- Carroll Township Authority received $700,000 for a sanitary sewer improvement project.
- South Strabene Township received $1 million for the Quarry Road Pump Station project.
Sewer Grants
Greene County
- The Greene County Commissioners received $138,171 for the water tank rehabilitation and $425,000 for the water meter replacement in Wayne Township.
Washington County
- South Franklin Township received $389,781 for the Patterson Road Sewage Pump Station Rehabilitation project.
- Center West Joint Sewer Authority received $37,150 for the installation of Supervisory Control and Data Acquisition systems at five sewer pump stations in Centerville Borough.
- Hanover Township Sewer Authority received $53,922 for repairing subsidence and broken service lines at a wastewater treatment plant. It also received $34,193 to replace control systems at two lift stations.
- Tri County Joint Municipal Authority received $196,520 to repair a water treatment plant in East Bethlehem Township.
- North Strabene Township Municipal Authority received $200,000 for a sewer extension project along Lindley Road.
The state funding was awarded through the Commonwealth Financing Authority (CFA) and disseminated through the H2O and Small Water and Sewer (SWS) programs.
Established by the General Assembly in 2008, the H2O PA program provides for single-year and multi-year grants for the construction of drinking water, sanitary sewer and storm sewer projects; the construction or renovation of flood control projects; and the repair or rehabilitation of high-hazard unsafe dams.
The SWS Program provides grants for small water, sewer and storm water infrastructure projects. Municipalities and municipal authorities that own and maintain a public water supply, sanitary sewer or storm water system are eligible to apply as long as their projects exceed a total cost of $30,000.
Grants were also awarded through the PA Arts and Culture Recovery Program, which dedicates funding to nonprofit arts and culture organizations, local arts and culture districts, and arts and culture professionals to ensure the stability and recovery of the state’s arts and culture sector post-pandemic.

- Rivers of Steel Corporation, commonly known as W.A. Young & Sons, received $91,048 for operating costs for the historical site in Rices Landing Borough.
Washington County
- Bradford House Historical Association received $10,178 for operating costs for a historical site.
- Little Lake Theatre Company received $16,927 for operating costs for the Performing Arts Organization in North Strabene Township.
- Pennsylvania Trolley Museum, Inc. received $27,965 to offset lost revenue for the history museum in Chartiers Township.
- Washington County Historical Society received $10,000 for operating expenses and new programs and marketing for the history museum in the City of Washington.
